Sorry, this is going to be a very vague one, no samples.
It's a very funky disco track with a female vocal that goes "hiiiigh-er-er!" over and over again and some lyrics about setting yourself free with dancing and also says "music lifts me higher". It's certainly from the late 70's or maybe 1980 and has a lot of instrumentation and a strong funk baseline. I heard it in a dj set and really hope someone knows it.
