Allowing others to grieve or say goodbye to you or someone else (spirit/body/whatever) in a dignified manner is often an important thing (not so much for the dead person of course but for those who need to deal with their feelings).  It is important that there are welfare funerals (council funded funerals) for those that can't afford to pay for a funeral/cremation or for those who have died but have no 'loved ones' or next of kin.

I think it is very sad situation when a council can't even afford to pay for a basic ceremony to say goodbye to their dead.
