Name of Artist I read about in the Wire a few years ago

I have been thinking the last few days about a review I read in the Wire many years ago (maybe 8).

It was about a series of home recordings made by a mentally ill gentleman in his apartment. I seem to remember that he would look out the window and comment on the outside world. He would rant and rave basically. I think the recordings were found later after he died or moved somewhere else, and somehow they became released.

I asked about this album before on yahoo answers I think but didn't get the info. Perhaps someone here will know the name.
